Review of Public Administration – Northern Ireland Health and Social Care
Phase Two of the Review of Public Administration in relation to Health and Social Care will be implemented on 1 April 2009. This will involve a number of organisational changes including the creation of new bodies and the dissolution of others.
The structural changes that will become effective on that date are:
· a single Health and Social Care Board to replace the existing four Health and Social Services Boards. It will focus on commissioning, resource management and performance management and improvement;
· a Public Health Agency that will incorporate and build on the work of the Health Promotion Agency but will have much wider responsibility for health protection, health improvement and development to address existing health inequalities and public health issues for all the people of Northern Ireland;
· a Business Services Organisation to provide a range of support functions for the whole of health and social care system. The Directorate of Information Systems will be dissolved merged into this new organisation;
· a single Patient and Client Council to replace the current Health and Social Services Councils with five local offices operating in the same geographical areas as the existing Trusts, to provide a strong voice for patients, clients and carers;
· the NI Regional Medical Physics Agency will be merged with the Belfast Health and Social Care Trust; and
· the functions of the Mental Health Commission will transfer to the Regulation and Quality Improvement Authority.
· The NI Practice and Educational Council, NI Medical and Dental Training Agency, NI Guardian Ad Litem Agency, NI Social Care Council and Health Estates Agency will remain unchanged.
· The Minister is currently giving further consideration to the position of the NI Blood Transfusion Service.

Q. 'Parts of the site don't appear to work for me'
A. You will need to allow Pop-ups from the Procurement and Logistics Service ProCon site. Please check ALL pop-up blockers (including Windows XPs, McAfee, Google, Yahoo, Symantec, Norton, etc.). Allow pop-ups from *.bsopals.com
Our recommended Best Practice is that when you are prompted to download a document you always select Save. then save the documents to a folder on your hard disk and view the documents by opening them from the folder on your PC.
Q. 'I have just viewed a document, but cannot find it on my computer.'
A. To ensure you are always prompted to Save downloads set the following settings in your Internet Exlporer browser.- Using the Tools menu, select Internet Options, Security, Custom Level and Downloads
- Automatic prompting for file downloads: - Enable
- File download: - Enable
Q. 'I have downloaded documents, but when I try to view them I cannot find them.'
A. ProCon downloads documents to your PC by opening a pop-up window. Depending on your browser settings, you may be prompted to Open or Save the document. If you select Open, the document will be saved to a temporary directory on your PC and opened in a new Pop-up window. Before closing the pop-up window you should use the Save option on the File menu to save the document to a proper location on your PC.
Q. 'I have questions about a specific tender, who should I contact?'
